LONDON — U.K. media regulator Ofcom on Monday notified First Time Videos, which operates the sites FTVGirls.com and FTVMilfs.com, of the agency’s provisional determination that the company has failed to comply with age assurance requirements under the Online Safety Act.

As XBIZ reported last year, Ofcom initiated its investigation into First Time Videos to ascertain whether company’s sites had “highly effective” age checks in place to prevent minors from accessing adult content.

Having now completed its investigation, Ofcom has “provisionally determined that there are reasonable grounds to believe that First Time Videos LLC has failed to comply with section 81 of the Online Safety Act,” according to an update on the agency’s website.

The provisional notice of contravention lays out Ofcom’s reasoning in the case and the actions it proposes to take, and gives First Time Videos 20 working days to respond. The update notes that any representations the company makes “will be carefully considered before reaching a final decision.”

Ofcom also announced that it is expanding the scope of a similar ongoing investigation into Web Prime Inc., which operates www.anysex.com, www.fapality.com, www.mylust.com, www.xcafe.com and www.yourlust.com. That investigation began in September 2025, and now includes both AV compliance and possible failure to respond to a formal information notice that Ofcom issued in February.

The agency’s enforcement powers include imposing fines of up to 18 million pounds or 10% of qualifying worldwide revenue, seeking a court order requiring payment providers or advertisers to withdraw their services from a platform, or even requiring ISPs to block access to a site in the U.K.

Ofcom also noted that it has closed its investigation into Duplanto Ltd. in relation to the adult site www.pornhaven.ai, since the company has restricted access to its service for people with U.K. IP addresses, “reducing the likelihood that children in the U.K. will be exposed to pornographic content present on its service.”
